D Scott Phillips

for Heber City Mayor

Heber City Council
Elected, November 2021
Oath of Office, January 2022

"We didn't just move to Heber City; We built a life here."

How can we protect our precious open space and balance landowner’s property rights to develop? We now realize the impacts of choices made years ago. We need to make decisions today that plan for continued growth in a smart way and protect our little valley from being completely overrun.

To have a prosperous and fulfilling future we must learn lessons from our past and make the hard decisions now. I am invested in the direction of Heber and want to make sure we plan for a better future.

Collaboration

I’ve had countless opportunities to collaborate with friends and neighbors in ways I never imagined possible. From drafting our unified letter to UDOT to working alongside community members during Heber’s Unity Week, I’ve seen firsthand how much stronger we are when we listen to one another and work toward a shared vision.

Cooperation

We need city officials who genuinely work together—who don’t just talk, but cooperate to find solutions. As Mayor, I will lead with transparency and respect, making sure communication is clear, honest, and reviewed with care. Our council meetings will be grounded in real discussions that move Heber forward, together.

Community

Heber has always felt like home. It’s where we’ve raised our children, built lasting friendships, and found a sense of belonging. This community welcomed us with open arms, and those values of connection and care are what I carry into public service. Community is at the heart of everything I do.

"Over the last 4 years, I’ve been reminded time and time again why this work is so important.

That’s why I have decided to run for Mayor in the 2025 Election."

During my time on City Council, I’ve often found that my neighbors aren’t being truly heard. There’s only so much that the City Council can do, and it’s incredibly important that we have city officials who are truly looking out for our citizens’ best interests.
